VISION FOR THIS ROLE
The Manager, Programs plays a key role in designing, implementing and continuously improving CitySchools Collaborative’s educator workforce and tutoring initiatives. Reporting to the Chief Program Officer this role is responsible for managing and scaling CSC’s Tutor-to-Teacher (T2T) program, supporting strong implementation across CSC partnerships and helping translate lessons learned into stronger programs and outcomes for participants.
Working closely with the Chief Program Officer and other internal and external partners, the Manager, Programs will cultivate relationships, manage projects, facilitate learning opportunities and reflect continuous improvement efforts that strengthen educator pathways and student outcomes. As a connector between talent, implementation, and design, this role will bring strong project management, a collaborative spirit, and a deep commitment to equity, helping CitySchools Collaborative—and our partners—reflect, improve, and grow.
A key member of our eleven-person team, the Manager, Programs is a full-time, at-will position and reports to the Chief Program Officer. We operate in a hybrid working environment with in-person attendance at our DC office required one day/week; this role may also require infrequent travel to non-local convenings.
CORE RESPONSIBILITIES
Your 4-6 core, routine, "drumbeat" bodies of work/lanes of responsibility
- Manage Talent Pathways to Strengthen DC’s Teacher Pipeline (45%)
You will manage CSC's Tutor-to-Teacher (T2T) program and related educator workforce initiatives, strengthening and continuously improving current programming while helping position the work for future growth. Working closely with the Chief Program Officer, you will oversee the planning, execution, and evaluation of the T2T program, ensuring participants receive a high-quality experience and that program goals are met.
You will cultivate and manage relationships with tutors, mentors, schools, universities, and other workforce partners, helping strengthen pathways into teaching and other school-based roles. You will also support efforts to expand CSC's educator workforce strategy through new partnerships and opportunities across DC, Maryland, and Virginia.
As an advocate for stronger tutor-to-teacher pipelines, you will help identify opportunities to grow CSC's impact through new partnerships, programming, and pathways, including credentialing, apprenticeships, and other workforce initiatives. As CSC's educator workforce strategy evolves, you may take ownership of new workstreams, partnerships, or implementation efforts that advance CSC's broader workforce goals.
- Strengthen Tutoring Partnerships and Program Implementation (30%)
You will support strong implementation across CSC's tutoring partnerships by serving as the primary point of contact for a subset of tutoring providers, schools, and system partners. Through monthly check-ins, implementation support, coaching, and problem-solving, you will help partners navigate challenges, strengthen practice, and maximize impact for students.
You will also support the design and facilitation of Communities of Practice and other learning opportunities that help partners learn from one another and strengthen implementation over time. Drawing on observations, feedback, and implementation data, you will identify bright spots, surface opportunities for growth, and support partners in translating insights into action. You will develop and share tools, resources, and best practices that are responsive to partner needs and grounded in the realities of implementation.
- Advance Program Innovation and Emerging Technologies (15%)
You will support CSC's efforts to identify, pilot, and scale innovative approaches that strengthen participant experience, program implementation, and organizational learning. A key component of this work will be supporting the implementation, scaling, and continuous improvement of Sophia, CSC's AI-enabled tutor coach, including onboarding users, gathering feedback, monitoring usage and impact, and helping translate lessons learned into future improvements.
Working closely with program and strategy staff, you will help identify opportunities to leverage technology, artificial intelligence, and other innovations to improve engagement, strengthen implementation, streamline processes, and enhance the overall participant experience. We are particularly interested in candidates who are excited to explore how AI can transform the ways schools, educators, and tutors support students and improve outcomes. As CSC continues to grow and evolve, you will contribute to the design, testing, and refinement of new ideas that advance our mission and impact.

QUALIFYING COMPETENCIES, EXPERIENCE & MINDSETS
- School-Based Program Experience: Experience working in schools and/or managing programs that support students, educators, tutors, or school systems. Understands the realities of implementation in school settings and can effectively support partners in translating ideas into practice
- Project Management: Ability to leverage strong organization and collaboration to successfully manage work to achieve intended impact
- Relationship Building & Management: Ability to build trust and cultivate authentic relationships with tutors, mentors, providers, schools, and other partners; skilled at managing partnerships and supporting stakeholders through challenges and change
- Facilitation & Adult Learning: Experience designing and facilitating learning experiences for adults, including coaching conversations, communities of practice, trainings, and collaborative problem-solving.
- Problem-Solving: Ability to approach challenges with positivity and solutions-orientation
- Continuous Improvement Mindset: Uses data, feedback, observation, and reflection to identify opportunities for growth and strengthen programs over time. Curious about root causes and motivated to translate insights into action

TOTAL REWARDS PACKAGE
The salary range for this position is $70,000-90,000 commensurate with experience, and we offer a comprehensive benefits package including health (medical, dental, vision) insurance and 401(k) with employer match.
